摘要： 20 世纪60 年代中国问题之所以引起对外关系委员会的格外重视, 一方面是由于在冷战背景之下中苏关系的变化和中国对越南的政策, 另一方面则是由于美国国内在中国问题上出现新迹象。作为美国最重要的外交政策思想库——— 对外关系委员会顺应历史潮流, 召集当时最为权威的中国问题专家和学者对中国的政治如文革、军事力量如核项目的发展和外交如中苏分裂等等进行了系统性研究, 并提出了相应的对华政策设想, 即“ 两个中国”与“ 遏制而不孤立” 。对外关系委员会的中国问题研究及其政策设想不仅反映了当时美国主流智库的对华声音, 体现出非政府机构与政府的积极对话;; 而且它也为美国政府的对华政策提供了理论根据和指导, 之后美国政府的对华政策不脱其政策设计的窠臼。在1960 年代对外关系委员会之所以达至其影响力的顶峰, 是内在原因和外在因素使然。
