摘要： 美英在使用核武器协商权问题上的纠葛源于二战时期罗斯福与丘吉尔所签署的《魁北克协议》。战时由于双方利益的一致性,在向日本投放原子弹问题上两国立场一致,并未因协商权问题引发矛盾。战争结束后,由于冷战的日益深入,美英依然保持了亲密的盟友关系,但在使用核武器的协商权问题上两国却由于不同的立场引发多次外交争议与矛盾。在驻英战略空军基地与朝鲜战争使用核武器的协商权问题上,美英政府进行了多次外交谈判与斗争,但美国一直坚持其总统在核武器问题上的行动自由权与最终决定权,英国所获不多。
