摘要： 上任伊始,艾森豪威尔政府就杜鲁门时期的核政策进行了重新调整与变革。为此,美国政府修改1946年《原子能法》,推行北约核化计划,重启与英国的核合作。这三项措施紧密相连,修改《原子能法》保证了与盟友的核分享,为其北约核化计划与重启美英两国的核合作奠定了法理基础;北约核化政策意在削减驻欧兵力,为其新国防政策与核战略服务;重启与英国的核合作则不仅是为提升两国的核关系,而且也是美国北约核化计划的重要组成部分。其核政策改革主要目的是团结北约盟国、构建针对苏联的西方核联盟。
