摘要： 美国对亚太自由贸易区(FTAAP)的态度对于亚太区域经济合作未来发展十分重要。我们应从美国参与亚太自贸区的行为逻辑和对中国的策略入手,分析美国开展区域经济合作的战略意图。对于FTAAP,美国的看法经历了两次转变,分为三个阶段,一是2004—2008年,积极支持FTAAP;二是2009—2014年,搁置FTAAP,力推TPP;三是2014年至今,对重提FTAAP存有疑虑。未来美国必将以TPP作为新的起点和蓝本,构筑美国主导下的亚太区域经济一体化体系。在此形势下,中国必须双轨并进推动FTA和FTZ,及时评估已生效FTA,落实贸易投资自由化条款,构建“一带一路”FTA网络。
